Easily create a dreamlike Orton Effect

I am brand new to the Adobe CS 5.5.and still can't find the Orton Effect. I don't even know where to begin to find any training on any of the products, which I would like to do for free online, if possible. I just loaded the package onto my computer this morning and launched PhotoShop and I don't have the same screen as shown in the demo. I don't even know how to get to that. Would love some advice on how to learn these packages without going broke.

To jhazjink, you go to edit, then go to guided. there you will find the orton effect. All this in pse10 Editor.
